Mr. Carawan is experienced in all aspects of development, negotiation, and application of cost principles and strategies in the public sector. He has more than 31 years of public sector experience and has provided professional consulting services for public and not-for-profit entities since 1983. Mr. Carawan has performed and managed the delivery of cost accounting and management studies to hundreds of state and local governments in seventeen states. His state government experience includes the preparation of statewide cost allocation plans for twelve states and the performance of information systems rate setting studies in five states. Prior to joining MGT of America, Mr. Carawan was a Vice President at Maximus Inc., DMG-Maximus, and David M. Griffith & Associates, Ltd. (DMG). Prior to joining DMG, he was budget director for the City of Columbus, Ohio, and previously served in other financial and management positions in Ohio local and state government.
