Mr. Burgess has performed cost of service studies for California local governments since 1990. He has a broad background in local government consulting, but his primary focus for the past 18 years has been on State Mandate Cost Reimbursement consulting and Indirect Cost Rate Proposal development. Prior to joining MGT of America, he was a founding partner of Public Resource Management Group, LLC (PRM), a vice president at Maximus Inc., DMG-Maximus, and David M. Griffith and Associates, Ltd. (DMG). Prior to joining DMG, he was Governor Jim Thompson's transportation budget analyst for the State of Illinois. Mr. Burgess has also been a working journalist for a number of publications for over twenty five years.
