Karl has more than two decades of experience working with federal, state, and local criminal justice agencies. He specializes in the budget and financial administration of correctional systems and has extensive expertise in institutional and departmental staffing assessments.

Before joining MGT, Karl directed program services, planning, and finance for one of the largest correctional systems in the country. During his tenure as Deputy Director of the Illinois Department of Corrections, he was responsible for managing the planning, construction, and operation of 17 new correctional institutions housing more than 15,000 inmates; administering a $1.4 billion budget to support the management of 75,000 inmates and parolees; and overseeing medical, planning, fiscal, procurement, and information service programs for the department. Karl also served as a senior finance official for Illinois state government, with responsibility for state employee health insurance, worker's compensation programs, and criminal justice system issues. Recent projects have included facility staffing assessments in Kentucky, Puerto Rico, the District of Columbia and Cook County (Chicago, IL).
